Assembly Passes Rent-Regulation Revisions Opposed by Landlords – NYTimes.com

The Democratic-led Assembly passed a broad package of legislation designed to restrain increases on rent-regulated apartments statewide. The legislation would essentially return to regulation tens of thousands of units that were converted to market rate in recent years.

In addition, the legislation would reduce to 10 percent, from 20 percent, the amount that a landlord can increase the rent after an apartment becomes vacant; limit the owner’s ability to recover a rent-regulated apartment for personal use; and increase fines for landlords who are found to have harassed their tenants as a way of evicting them.

The legislation would also repeal the Urstadt Laws’ provision that in 1971 effectively took away most of New York City’s authority to regulate rents and transferred it to the state. Opponents of the legislation are concerned that the New York City Council, known for its pro-tenant leanings, would enact laws that are unfavorable to landlords.

“For too long, representatives from upstate New York have had too much control over how New York City governs its housing policy,” the City Council speaker, Christine C. Quinn, said. “By repealing the Urstadt Laws, we can restore home rule and put authority back where it belongs — in the hands of the local legislature.”

Good grief. If this crap sandwich gets passed, no real estate developer will ever, ever, evah! build another rental unit in NYC. It’ll be all condos and co-ops. The landlords still holding the rental stock under this kind of dictate will do the bare minimum when it comes to maintaining their properties.

Looky here, Chrissy Quinn. If you want NYC to be autonomous from NYS, fine by me: go ahead and secede; declare yourselves the 51st state.

But realize that, in the immediate aftermath (following your “home rule” logic), me and a whole busload of Staten Islanders are gonna vote our ass into an independent entity called Richmond County, and we will have nothing to do with you and your crew. Queens would probably throw in with us, because everyone I know from there is sick of Manhattan’s bullshit.

We will then enter into negotiations about how much money you silly little Manhattan bastards will pay for cops, firefighters, and trash collection.

Then we’ll mount 50 caliber guns at every “border crossing” and demand to see papers before we ever let you assholes off that goddamn rock you think is the center of the universe.

And round about the same time the folks living up in the Catskill watershed territory–who you’re telling to go piss up a rope–will be wanting to have a word with you.
