For years, the owners could get nothing off the players when it came to drugs. Then in August of 2002, Selig got this: The right to test major league ballplayers during the 2003 season. It was called a “survey.” It was set up like this, after some of the most vicious debates in the history of all collective bargaining negotiations: If the positive tests reached a threshold of 5%, there would be testing – with penalties – the next season. Even if the penalties seemed like nothing at the time.

Maybe the Players Association thought its members were smart enough not to keep using steroids if they knew testing was coming. They weren’t.

Dragging it out this long was just posturing theatrics by both sides.
